Ukraine has taken a decisive step to bolster its defence capabilities by launching an experimental mechanism for transferring defence technologies from development to serial production. The initiative, approved by the government, was announced by Minister of Defence Denys Shmyhal during a session of the Ukrainian parliament in Kyiv on July 17, 2025. This move underscores Ukraine’s determination to enhance its military readiness, reduce reliance on imports, and deepen international defence cooperation.
The new mechanism is designed to rapidly scale up production of proven defence technologies by engaging multiple manufacturers simultaneously. “Solutions that have proven their effectiveness can be rapidly scaled up by several manufacturers simultaneously,” Shmyhal stated. This approach aims to increase production volumes, ensuring that frontline troops are equipped with reliable and effective gear. Additionally, it broadens the range of weapons available to Ukrainian forces by leveraging existing state-developed technologies.
A key aspect of this initiative is the involvement of NATO partners in refining and exporting these technologies. Shmyhal highlighted that the mechanism will strengthen international cooperation through a new export regime. “In this way, we accelerate the development of new experimental weapon prototypes, scale up their production, reduce dependence on imports, and deepen international cooperation,” he explained.
The technologies developed under this mechanism remain state property, with access granted only to verified manufacturers meeting clear criteria. While Shmyhal did not disclose specific details about these criteria, the emphasis on verification ensures that only trusted partners contribute to the production process.
Ukraine’s efforts to modernise its defence industry are not new. In September 2024, Shmyhal noted that 25 foreign arms companies were at various stages of localising production in Ukraine, with the Ministry of Defence offering maximum support to manufacturers scaling up production. Furthermore, in March 2025, the ministry introduced Bills No. 13110 and No. 13111, aimed at amending the Civil Code of Ukraine and sectoral laws to expand the possibilities for scaling up defence developments.
The implementation of this mechanism is expected to accelerate the adaptation of defence solutions to the Ukrainian army’s needs and strengthen cooperation with international partners, particularly NATO. By fostering a collaborative environment, Ukraine is positioning itself as a key player in the global defence landscape, capable of innovating and producing cutting-edge military technology.
This initiative also reflects a broader trend in the defence sector, where nations are increasingly seeking to reduce dependence on foreign suppliers and enhance self-sufficiency.
