Ukraine is rapidly emerging as a critical testing ground for global defence innovation, with the Ministry of Digital Transformation, the Ministry of Defense, and the Brave 1 defence technology cluster spearheading a bold initiative to integrate foreign military technologies into its ongoing conflict with Russia. At a recent event, “Decisive Innovations. Ukraine’s Next Steps in the Technological War,” Minister of Digital Transformation Mykhailo Fedorov revealed that in just one month, over 1,000 applications from foreign manufacturers of military technologies and weapons were submitted for testing in Ukraine.
“We declared that you could come to test products in Ukraine, but there was no structure in place,” Fedorov said. “We launched this track a month ago. We have already received 1,000 applications. Soon, 50 products from different countries will arrive.”
This surge in interest underscores Ukraine’s strategic position as a real-world testing environment for cutting-edge defence solutions. The initiative not only provides foreign manufacturers with a unique opportunity to validate their technologies in active combat conditions but also accelerates the adoption of advanced military systems by Ukrainian forces.
To further strengthen these ties, Fedorov announced the launch of the Brave TechEU program, a joint Ukrainian-European investment initiative aimed at fostering collaboration between Ukrainian and European defence startups. A dedicated fund will be established to attract investments, facilitating the rapid development and deployment of next-generation military technologies.
One of the key challenges highlighted by Fedorov was the restriction on flight testing due to airspace limitations. To address this, a new test range is being developed—one that offers near-constant flight availability, proximity to major roads, and secure underground shelters. “There’s a problem with the fact that flying is not allowed very often,” Fedorov explained. “We found a place where you can almost always fly. It will be near a good road, with safe areas and underground shelters. There will be an opportunity to book the required time.”
This new testing infrastructure is expected to become a hub for innovation, allowing manufacturers to conduct rigorous evaluations of drones, loitering munitions, and other aerial systems in a controlled yet realistic environment.
The expansion of testing capabilities and the deepening of international partnerships will undoubtedly open new avenues for Ukrainian defence startups. The Brave TechEU program and the joint investment fund are poised to create a sustainable ecosystem for technological advancement, ensuring that Ukraine remains at the forefront of defence innovation.
